Whisk in a small amount of the ΒΌ cup whole wheat pastry flour, then gradually add the 1 ΒΎ cups milk in portions alternated with the flour while whisking vigorously to prevent lumps. Bring the mixture to a boil, reduce heat, and simmer until it thickens to a gravy-like consistency, stirring occasionally.

3-Stir in Β½ teaspoon onion powder, Β½ teaspoon garlic powder, Β½ teaspoon kosher salt, and a generous amount of freshly ground black pepper. This step adds that savory kick that makes the sauce pop.
